I have another paladin on a separate realm using the same healbot setup, but it works fine and automatically changes the rank when I learn a new one. Is it possible that healbot detects the most 'optimal' rank of a spell to use?

Replace "spell" with, well, the spell you want. You'll need to make a macro for every spell. This will cast that spell on whatever raidframe or character your mouse is currently over.
